Georgia's Newest Community Improvement District Holds Inaugural Meeting in Albany

The Albany Westover Community Improvement District (the “CID”) held its inaugural board meeting on September 4, marking a major milestone in advancing economic development, safety, and infrastructure investment for the Westover commercial area of Albany. The CID was formed by a unanimous vote of Albany’s Board of City Commissioners on July 29, 2025, following the consent of property owners in the area representing 71% of the parcels and 75% of the tax assessment value, meeting the CID formation requirements as set forth in Georgia House Bill 160.

Commenting on the formation of the CID and the installment of board members, Chairman Heath Fountain noted “This CID is about investing in our future. By coming together, our business community can enhance the Westover commercial area in ways that strengthen the entire city of Albany and ensure that this area remains the commercial hub for all of Southwest Georgia.”

At the meeting, the CID Board of Directors was officially installed and began setting the foundation for the district’s operations. Heath Fountain, who was appointed by Mayor Bo Dorough was elected Chairman of the CID. Milan Patel, who was appointed by the Albany Board of City Commissioners was elected Vice Chairman. Other board members, who were elected by a caucus of the property owners in the area include Brad Hallford, Brian Church and John Reese. Hallford was also elected Treasurer. The Board of Directors of the Albany Westover CID serve as volunteers and are not compensated for their service.

The Board voted to set the CID’s millage rate at 5 mils for the 2025 tax year, which will be assessed on commercial property owners within the district. In addition, directors reviewed the proposed annual budget, established financial policies, considered proposals for administrative, legal, accounting, banking, security, and marketing support services; and scheduled regular monthly meetings to ensure progress and accountability.

The creation of the Albany Westover CID represents a collaborative effort between business owners and local government to ensure that the Westover area is positioned for sustainable growth, improved infrastructure, and a safer, more vibrant commercial environment.
